刚果民主共和国的预算部长(刚果(DRC))表示,暂停采矿公司的进口增值税豁免旨在增加国家财政收入。

Budget Minister Jean-Baudouin Mayo told the Minister of Finance that he would implement the government’s decision to suspend the exemption of value-added tax, and the cabinet reached an agreement last week.

Congo (DRC) is the largest copper producer in Africa.

Since 2016, Congo (DRC) has exempted the import value-added tax imposed on mining companies to help them survive the price downturn.

Louis Watum, chairman of the Congolese Mining Association, said: “Before the government agreed to re-impose the tax, it had not consulted mining companies. He said that this move will affect corporate cash flow.”

He said: "We want the government to understand that if they start to completely regress on the legal agreement, it will not help our country's business environment."

Watum said: "This measure will particularly hit those under development projects that rely on imported equipment and materials."

Among the small and medium-sized miners in the Congo (DRC), Chinese-funded enterprises account for a large proportion.

The new crown virus crisis has severely hit the demand for copper and other commodities, and has also affected the Congo (DRC) economy, which is expected to shrink by 2.4% this year.

The International Monetary Fund (IMF) approved more than US$731 million in grants in the past year to help the country’s economy.

According to data from the Central Bank, as of the end of July, Congo's foreign exchange reserves were only 836 million U.S. dollars, only enough to meet the import demand for a little over three weeks.
